Is hydroxychloroquine a cure for COVID-19?

Hydroxychloroquine is a long-standing malaria drug. A YouTube video and a study published in the journal Clinical Infectious Diseases claimed encouraging results. 
However, infectious diseases specialists have subsequently dismissed the YouTube video as fake news. The journal article used in vitro (test tube results), not people. 
Hydroxychloroquine has other problems as it can have interactions with medications being taken by infected patients since they have comorbidities.
It can also impair resuscitation efforts… Reviving someone from unconsciousness or apparent death.
